Foal worse than parent yet passed strict inspection

I may still be learning the new system , but wasnt sure about this one. The parents are boosted parents and this foal tested worse compared to parent but somehow passed strict breeding inspection. Is this normal for higher pt horses?

Yes, it means that the foal is the highest possible quality (without boosts).ID 195859

It has nothing to do with the PT, it's because the horse is at cap breeding ability. The PT is just also high because the parents have high breeding ability.Thanked by 1Kintara
