I made some perfect Appaloosas for my GE, and after making them perfectly consistent, discovered all of them went from a pt of 9.9 to 10.
Would this happen to all horses?
Maybe they were already 10 and I just didn't notice?

no, making them perfectly consistent does that

Yeah when you make them perfectly consistent, it can give them a .10 pt boost (from what I've been able to test). It doesn't always. I think PT is a range, and if your horse inherits higher in the range, there won't be a change. Additionally if you clone them, it can also increase pt by up to .20 (but sometimes you get lower PT)

Yeah i just discovered this after reading CheshireFarms recent post. All this time i could have been doing this instead of it being just on inconsistent horses but i never knew. But now i do!
