About as good as does not mean the same as. They were not cap quality so they did not pass SBA.Need to contact me? Read this first.

From what I understood comparing them to a cap horse was the best indicator of Excellence. But they still didn't make it. Am I missing something?

I think you may be misunderstanding what comparison testing tells you. It does not tell you if two horses have exactly the same ability. It tells you only if they are about as good as one another.
