Double boosting means that you give a 5% breeding boost to a horse that's already at cap quality, putting them at *** paper quality, clone them, then add a 5% breeding boost to that clone. That boosted clone now has the equivalent of two 5% breeding boosts and will test superior to the horse from which they were cloned, and that is the only way to get the highest possible breeding quality in the game.
It isn't possible to clone a clone because clones are "university bred" and you can't clone any horse that isn't bred by you. "University bred" means that, from the game's pov, the horse was bred by the university science lab, not your breeding barn.
