Straws, eggs, and embryo transfers are all upgraded member features. If I remember right, you need the lower upgrade for the straws and the higher upgrade for eggs/embryos.

Using a straw for an outside mare is just like using an outside mare for live cover. You'd have a drop down menu showing what straws you own along with the drop down menu that shows what stallions you own. You'd just pick a straw instead of a stallion.
