I think papering horses may be an upgrade feature. Check the bottom of your Primary Barn page. All the tests available to you will be listed there so they can be done on groups of selected horses. I know papering stallions is listed among the features of a Basic Upgrade. However, things may have changed without the page listing upgrade features being edited. Ammit uses her time on the most essential updates, and some things are lower on the to-do list.
