Please explain how to obtain higher papers while breeding? What crosses best with what? How to get star and gold? Thank you!

Papers are an indication of breeding quality, so if starting from yellow/C and red/B papered foundations, the way to eventually get to Star and Gold is by only keeping the best foals. Every mare and stallion can throw a range of ability from worse than them, to better then themselves. To increase quality with each generation you like to try and only keep the better percentage of foals.
The progression for stallions is C, B, A, Star, and for mares is Yellow, Red, Blue, Gold. There is a range of abilities within each paper level so it can take a bit of dedication to breed up to Star and Gold! It's certainly possible though, usually by 4th or 5th generation Golds and Stars start appearing.
Pastures give the mare a bit of a boost if the mare is in there for at least 30 days, this increases her chances of throwing better foals so can help you progressPost edited by Kintara at 2018-09-14 02:20:00Thanked by 1ConfluenceStable -
Also within each paper level there’s a range of quality. It is much easier to get intact horses from breeding foundations with the lower paper levels (breeding C to yellow or B to red) than when you move up to higher papers.
Because of the range of quality within the papers some star and gold breedings will rarely have intact foals because we usually are more strict on which boys we keep and not so strict on the girls which results in Mare lag. The foal has to compare against the better parent to remain intact from breeding advice, even more so if you use strict breeding advice.
So if you are just starting out I suggest you have fun with creating more foundations and find what you’d like to breed for and starting from there.
I’ve played since 2006 and still have more fun with my foundations and low generations than with my higher generations that have achieved gold. My one 7th Gen gold girl was sitting around 8 years (16 real life months as the game years was 2 months long until recently) before I bred another mare that passed testing and my own personal restrictions. 10 years old before I bred a replacement stud that passed testing and I still have to wait until next month to breed her for the first time at 13 years old.
