I think that instruction is obsolete. It's been quite a while, but years (real life) ago, we had an in-game tattoo creating app and it was possible to sell tattoos directly from one player to another by way of the Tattoo Registry. However, that system was causing problems so it was removed from the game.

Now, in order to sell a tattoo, it needs to be posted on an image sharing site where the buyer can download it to a personal device and then upload it into their own tattoo registry.

The current Tattoo Registry does not have an option to sell a tattoo directly.
