i want to add diamond sparkle to this horse, and can't figure out why he doesn't show on the drop down list of horses to use the gene.

You need to gene test her so that she will show up in either the RGS or the GMT lab.

I do that ALL the time! I can never figure out why they don't show up! 8-|

I've done that more than once myself. It usually dawns on me, after a couple of times rechecking the list, that it's a horse I haven't tested yet.
