I thought this upgrade allowed Perf. testing and stallion papering? Am I in error or is there a glitch?

Performance Testing is available with a Level 1 upgrade and all three papering tests are available with a Level 2 upgrade. If you are not seeing these after upgrading to Level 4, try logging all the way out of both game and forum (not just using a back button or closing the browser window and opening up a new one) and then logging back in again. This will prompt the server to recognize your upgrade.
