Horses don't inherit tattoos from their parents, so no, the offspring won't have the rank special tattoo. When it comes to there being a market for rank special offspring, it depends more on their test scores, genes they have, and what people are breeding for. Just being out of rank specials doesn't make them especially marketable.

Can you post a link to a horse with multiple herd helper tattoos that you mean? There are herd helper tattoos that are applied during special create events, so if you use a herd helper to create a horse during a special event, the horse will get both tattoos. For example, Friday evenings from 4 to 5 game time (I think) is Appy Hour, and all horses will also get a heterozygous appaloosa tattoo. Sometimes there's a special sabino 1 event and all horses will also get sabino 1. There's also a blackout event that will make all horses black, regardless of what other genes the herd helper triggers. When there's an event going on, it will say so at the top of the create a horse page.
