I believe it has to do with getting bonus stalls in your primary barn.

As you gain more exp your stable level will begin to increase and you can get extra stalls in your primary barn every other level. For example if you are a level 16 stable you will have 8 bonus stalls. and I think you earn exp by breeding horses.

I have been out of the game a while though and I'm relearning a lot of stuff so someone please correct me if I'm wrong.

Yes you do get money once a week. If you find its not enough then you can either purchase an upgrade, which will give you a larger paycheck each week, or you can develop a strong group of show horses to earn you money. The really good players have A LOT of show horses that earn them a majority of their income.

You also gain experience points by using your daily herd helper or the random create button before you have activated the DHH or by claiming a share of someone else's DHH here on the forum.
