For all the herd special ranks i know my horses paper red and B so do the special colors also default come with Exceptionally Perfect horses? So would it be safe to assume this fellow is not just candy corn but also an exceptional producer? https://www.huntandjump.com/horse.php?horseid=8046433

Some Rank Specials are exceptionally perfect, some are exceptional producers (with 9.9 consistent PT), and some are perfect foundations.

Cherry Drop isn't on that page, but it's a perfect foundation, het wild bay, homozygous Dp, no sooty.

All Rank Specials are, at a minimum, Perfect Foundations.
