You get a license to own or breed certain genes by purchasing that Gene with real money and adding it to a foundation horse. For instance, if you look to the right of this page you will see genes offered for sale. One of those is ice 14 (a Gene you need a license for) which you can purchase on the upgrades page. :)

Either way, you can only do it when the gene is for sale, either on the Roving Gene Sale or a special event, so not all genes are available at a time. Which license do you want?
