Nope. It's against the rules to reserve a sale horse, if it's up for sale, it's up for sale to everyone. :) The top level upgrade offers a buddy list where you can sell a horse to just your buddies, but beyond that, your best bet is to be on at the same time.

The buyer can pull up the horse's page and start refreshing, the seller puts the horse up and the buyer can see and buy in seconds.
