I don't understand what you are looking for. Why are you putting blue in the tattoo section? If you are looking for blue papered mares, that won't work. Tattoos belong to the owner of the barn and can have any kind of name they want. To find mares with blue papers you will need to use the Advance Sort>Paper Level section of the search. It will show you ONLY the horses that have actually been tested for papers, and it puts them in order from highest to lowest, so you will have to scroll through a couple pages to get to the blue papered mares.

I think what you are referring to is seeing 'unloaded' images. Recently there has been a change where in the search a picture comes up of a chestnut horse saying 'please open my page'.

Whilst sometimes (especially with foundation creates) you can make the image appear by clicking on that horses' page and thus loading the image.

However, most of the time this will happen with pasture horses/foals. All pasture horses/foals are born 'without' pictures to prevent strain on the server. Whenever the owner opens up the page of that horse, their picture will be generated from the database and thus their picture will appear. That is why you (as a non-owner) only see the x-ed out box instead of the visual picture, as the picture generator does not trigger as you are not the owner.

You could always buy them, become the owner and thus generate the picture and after that chuck them in the auction, but it is a bit of a gamble.

Putting in blue in the somatic tattoo box indeed shows you all Herd helper horses that are from a blue roan, true bleeding blue, blue roan appy etc herd helper.
However, you could also put in blue in the color name box and thus show all horses that are colored blue roan, because you can also get blue roans from other HH's (such as exceptional HH's for example or from 'black' HH's that got a copy of roan).
