On the horse page go to the Control Page; it will let you see what tack you have available, other tack is available with IV purchase ( Voucher Exchange > Purchase IV's > scroll down to the tack section ) :)

You will have some tack options available to you, more if you have a basic or premium upgrade. These will not cost you anything to put on your horses. Then, as annismyrph pointed out, you can get tack packs with Investment Vouchers (IVs). An IV costs 12,500 hbs and the tack packs range in price from 1 or 2 IVs up to hundreds of IVs. There are also some which are only available at certain times of the year such as Christmas or Hallow'een.
