You have to wait until the gene you want pops up in the RGS and then put it on one of your horses. So no, you can't get a gene license that's not currently available in the upgrade tab. Is there a particular horse you want but can't buy bc of the license? There's a decent chance the seller will hold it for you until you can get the license if you ask real nice
