2) This is what the notice says: "You have a Premium Upgrade account and can start breeding your horses at 4am on the second of this month

1) it's now 3:07 pm. Shouldn't I be able to breed yet?

You can breed. Just not pastures.

If you spent real money on the game in 30 days, your pastures open on the 5th of the month..

Here's what it says in the FAQ and user guide

Why can't I breed my pasture horses?

Double check the following possibilities:
•Pastures open on the 5th day of the month if you spent real money on the game in the past month, and on the 7th if you did not.
•Are all of the mares over 3 years old, and younger than 20?
•Is your stallion over 2 years old, and younger than 20?
•Have the mares already been bred (check live cover and/or embryo transfer)?
•Is breeding season still open? Breeding season ends on the 28th of each month

there are several guides ; but in your case the most useful would probably be : on your left task bar Resources tab ; Breeding Info and the FAQ users Guide :)

You can hand breed your barns by going to a stallions page under the tab where you do the testing should be a button that says "Handbreeding" push it and you can then breed all available mares in your barns to that stud. You can not breed pastures until the 5th of each month and can breed barns on the 2nd of each month! You can breed and make embryos in the Breeding Lab as well! Hope that helped!
