When You are adding up whether you need to spend more or not, adding up the cost you paid for the horses, but how do you count the ones you create specifically for them, or perhaps already had in your barns, do they count at all towards the cost? (They're all either rank specials or extra Pro/perf)

They are worth the 2500 hbs it cost you to create them. Then if you papered them and did their PT score you could add that to their worth. If you bought them from someone else then it would be what you paid for them. If it's a horse you bred by using your own stock then it would be the breeding fee plus any testing and how much you put into the parents.

I’ve always considered their sale value their value, not their create value.

For foundations, I generally consider them their create value. For lined horses, at least 10k because of breeding fee and testing costs (since I do all the testing - papering, PT, and comp)

Yes, I've done all testing including Strict. That does add a fair bit to the value of the horse, doesn't it.
Out of curiosity, why do some rank specials get neutered by Strict? Is that a bug or did I do something wrong? I'll find an example, just let me hunt.

Hmm... I thought all rank specials are at least perfect foundations. Can you link to a rank special that was neutered by strict breeding advice?

I tried to find them... snipped horses go into my Shows barns (I've got about a dozen) I did a search for spays and gelds that were rank specials, there's 2 pages of them, When I look, some of them don't seem like I would have snipped. Other than that, I can't say specifically what horses were snipped. I will pay more attention from now on and let you know (on the forum).

I also consider horses at their sale value, so a candy pony would be worth $125,000 even though it was only $2500 to create. Also just a heads up that the foal you linked above is not a Holly & Ivy. May have gotten named incorrectly or something!
