It seems as though a horse who has leveled off, or is near to leveling off, will jump back and forth between levels. I have grabbed many horses from the auctions, who look to have leveled off in a bad level, and then went back down to a good level. Your specific horse seems to be doing the same thing, jumping back & forth between levels. She will probably be in a top spot if you enter her when she's showing that she's in the 7R level. Just keep an eye on her & make sure you don't enter her when it shows she's in the 7N level, cause she will probably end up last place.
