That is the phantom reaper :O Who has come to make sure everyone remembers to purchase the phantom genes. No sickle needed, just a blunt tipped knife. The reaper pokes those ( in the backside ) to remind them October is phantom month. I do believe Pon Pon was just reminded. :-)

It’s the actual Red Rum, thinking the flyer Pon Pon is holding is actually an invitation to a party for him! Not many people know this, but 31 kind of floats in and out of his life quite a bit!

For context: Red Rum was an Irish bred Thoroughbred who, to this day, is one of the most well known racehorses in the UK. He came back from 30 lengths to win the 1973 Grand National by 3/4 of a length, adding up to him gaining nearly 31 lengths to claim the title. Fun fact, that year the race was held on March 31st. He then went on to a repeat win in 1974 (during which he also won the Scottish Grand National!), second place finishes in 1975 and 1976, and then rounded it out with a record third win in 1977 where he won by 25 lengths. Tommy Stack, jockey for the 1976 and 1977 races, was 31 when he piloted Red Rum to his final Grand National win. Red Rum retired from racing in 1978 due to an injury that occurred just before his sixth Grand National attempt, news of which made the front page of the next morning’s paper. He had a long and luxurious retirement until he passed on October 18, 1995 (almost exactly 26 years TO THE DAY of Ammit’s original post!) at the ripe old age of 30, just 7 months before his 31st birthday.
