Question about advance testing

This is my example filly, she tested superior to her dam and red papered but did strict breeding advice on her but she was snipped. What happened? I thought she would be of good breeding quality if she tests better than her dam?

Remember, she gets compared against her sire’s quality too. Since her sire is much higher quality than her dam, she fell into the “gap” between them where she won’t pass BA.I mostly play on mobile so I can't usually see signatures!
Breeding Pearl Warmbloods, Little Red Riding Ponies, and... whatever else suits my fancy lol. -
