He's best pasture foal. He papered Star. Is it because he tested inconsistent?

I would guess that he is very inconsistent. Just being inconsistent isn't an auto geld, but when they get to a certain level it gelds for it.

Yup it was the inconsistency that had gelded him in the 1st place. Once that was fixed, he passed the strict testing.
