how can this be a first generation horse?

I saw her while looking for auction horses and she is apparently 1st generation. How did a sa/sa filly get made ?

I would say it's probably a clone :)

She is bred by HAJInc University, so she is definitely a clone. Either she is a clone of a horse that had sa/sa, or sa/sa was added after cloning and the user deleted the tattoos for whatever reason.
If you clone a lined horse, it receives the paper/bloodlines of its genetic donor and is not a foundation. I did a couple expensive and reckless experiments with that on Forest when I realized my favorite foundation sire had aged out and I didn't breed/create him, so I couldn't clone him. Tried to clone one of his offspring - resulting clone was still one of his offspring, not a foundation.
