Here's a search of foundation stallions sorted by paper level. There appear to be several pages of A papered foundations, although some of them are too old for breeding.

I suggest that you look there to see if any in particular interest you and then PM the owners to inquire about purchasing straws. All them them are boosted foundations, so the price for straws may be high. Some of the players may not be as active on the forum, so if you have joined the Facebook Official Discussion page for the game, you might also try posting your request there.
