Why do 13+ pt parents produce 11pt foals?

It might be because the parents and/or some prior gens weren’t BA tested. I’ve found that BA testing studs but not mares is what gets me better results while still retaining a decent amount of breeding stock. This breeding season, I bred a 13.3 PT 5% boosted stud to mares ranging in PTs from the low 12s to high 13s and ended up with foals ranging from a 12.6 to 13.8 PT. Full pasture bonuses also help. Personally, I feel like mare quality is generally more inconsequential to a herd since they can only breed once a year. I don’t bother to BA test mares if their PT is at least in the high 12s. However, for studs I always BA test, max out, and/or boost prior to breeding them.
I think your best bet would be BA testing studs and using full pasture bonuses if you’re not already. Other than that, PT is relatively hit or miss in general -
PT score doesn't predict breeding ability. Higher papered horses tend to have higher PT scores, but PT score is just showability and doesn't predict breeding quality.Starstruck2 on Bluegrass and Forest
