Depends on if it's from a herd helper that already guarantees a certain breeding ability, and whether or not you care about era (boosting drops the era by one, maxing doesn't), and what paper level you want. For a foundation, I don't see much reason to max. Five GMTs is a little expensive when there are already so many herd helpers that will guarantee good breeding ability. You can use ex per/ex pro or perfect foundation herd helpers to make sure the stallion has good breeding ability. If you want C-papered, use a perfect foundation herd helper (all non-exceptional rank specials are perfect foundation as well), if you want B-papered, use an ex per/ex pro or exceptional rank special herd helper, and if you want A-papered, use an exceptional herd helper and boost it.
