We don't really have breeds like Arabians, etc. on HJ so you'll need to specify things like height, colour, etc. instead to get what you're looking for.

If you are interested in foundations, you should try the foundation rescue (owner 13 in the horse search). All their horses are perfect foundations and for sale for 2750hbs. To get riding horses (the ones with the arab type body) specify bone weight less than 1.5:
