I love it and would like to get it on my other Topaz horses, but I don't know what's causing it.

Tobiano gene is what causes that.Licensed for Mushroom,Onyx, Watercolor, Ice 13, ice 16, Phantom lace, Phantom Diamond sparkle.

So basically, if I want a horse with a white mane, I have to either go tobiano and hope the white falls in the right place, or make an appointment with my hairdresser for streaks?

I've had tobianos come out a couple times with almost no white except on the mane. I wish we could breed for that. :)

Red horses that have mushroom and homozygous recessive flaxen (f/f) will show a white/very light mane and tail color.
