If i want to turn this horse into a grullo do i need to gm the dd to DD? And does EE mean it will only produce black based foals to EE mares?

You only need to GMT one D to this horse to make it a grullo. However, if you want all his foals to inherit the dun gene, then it would be wise to GMT him to DD.
The fact that his horse is EE means that he will always produce foals with some black hair in them (black or bay as a base colour, depending on the mare). If you only want black based foals, breed him to mares that are aa in the agouti locus.HJ1 ID 124061
