I keep seeing this person or people called the foundation rescue? Or otherwise called owner 13? What on earth is this?

It's where all the Ex horses go when they're not bought by someone at auction. ExPro, ExPer, ExShow, etc

Actually, they take the perfect foundations from the auction, not the exceptionals. They sell the horses for 2500 or 2750.

Those foundations are the best quality foundations you can find in the game that are regular foundations.
