If you go to the bottom of your home page where it has your ID number and scroll all the way to the bottom it will have tattoo registry

Yep, the process changed a bit. There are a couple posts about it. I'll see if I can dig them up for you when I get home from work (if you don't find them first! :p. )

Oh you have to create a 25 by 25 pixel picture in order to load one. @SandycreekAcres made mine.

Yes. The dimensions are 25 x 25 pixels, as it used to by, but the size of the file can be no more than 15k. It also has to be saved in PNG format, not JPEG.
